A California woman has been arrested by US authorities on allegations that she acted on behalf of Chinese officials and surveilled the son of Taiwan President Lai Ching-te.
The FBI arrested Wanying Zhang, also known as Heather, at Los Angeles International Airport on Sunday as she was preparing to travel to China. She has been charged with acting as an unregistered agent of a foreign government.
According to US authorities, Zhang allegedly travelled to Seattle in 2025 at the direction of Chinese officials and collected photographs, videos and vehicle licence-plate information involving the Taiwanese president’s son and his family.
Alleged Surveillance Operation
US prosecutors allege that Zhang used methods intended to avoid detection while carrying out the surveillance. Authorities say she did not disclose to the US government that she was allegedly working on behalf of a foreign government.
The FBI later identified the reported target as Lai Ting-yu, a US resident and son of Taiwan President Lai Ching-te.
Zhang is expected to appear in a federal court in Los Angeles. It was not immediately clear whether she had obtained legal representation.
Case Comes Amid US-China-Taiwan Tensions
The allegations come against the backdrop of continuing tensions between Beijing and Taipei. President Lai and Taiwan’s ruling Democratic Progressive Party support Taiwan’s distinct political identity, a position strongly opposed by Beijing.
The United States does not maintain formal diplomatic relations with Taiwan but remains one of the island’s major international partners and its leading source of military equipment.
The Chinese embassy in Washington and Taiwan’s representative office in the US had not immediately commented on the allegations.
Note: The allegations against Zhang have not been proven in court, and she is entitled to the presumption of innocence. U.S. authorities have previously prosecuted cases involving alleged unregistered agents acting on behalf of the Chinese government.
